Newburgh Cargo Terminal Title V Air Permit Renewal and Modification

Information on our permit renewal and modification

Global’s Cargo Terminal located in New Windsor, NY operates under a Title V air permit from the New York State Department of Environmental Conservation (NYSDEC). Global has submitted a permit renewal and modification application that includes some changes to the facility. The changes include installation of new control equipment at the truck loading rack that will substantially reduce air emissions and nearly eliminate greenhouse gas emissions. As we move forward, we look forward to working with the community and the Department of Environmental Conservation.

Proposed changes

Proposed changes include:

  • New Vapor Recovery Unit. The installation of a new Vapor Recovery Unit (VRU) with vacuum assist technology at the truck loading rack that will substantially reduce actual emissions and nearly eliminate associated greenhouse gas emissions from truck loading operations.
  • Decreasing annual facility distillate throughput. The annual facility distillate throughput is decreasing from 1.4 billion gallons to 1.1 billion gallons.
  • Increasing potential annual facility gasoline throughput. The annual facility cap for gasoline throughput is increasing from 236 million gallons to 550 million gallons. The increased throughput will not result in increased emissions due to the more efficient VRU.

Global submitted its permit renewal and modification documents in August 2020. The documents are online and available for download and review.

Virtual public meetings

On June 29, 2022, Global hosted two virtual public meetings to give community members and stakeholders a chance to learn more about proposed changes, ask questions and make comments. Links to videos of these meetings are below. There will also be an opportunity to submit comments to the New York State Department of Environmental Conservation when the draft permit is issued.
